Advocacy:

The Small but Powerful Guide to Winning Big Support for Your Rural Library – The American Library Association for Literacy and Outreach Services has created this short but excellent guide to advocating successfully for the rural
public library.

Broadband Connections:

Connect Kansas – The Kansas Department of Commerce provides information about it’s initiative to increase broadband access throughout rural Kansas.  Visit this site for statistics and to test your connection speed.

Lack of broadband has crippling effect, Sharon Stover, 04/08/2011, Know, University of Texas at Austin – “Broadband will not bring immediate economic transformation to rural America. But regions that lack broadband will be crippled.”  Read Dr. Stover’s article for a concise review of rural broadband issues.  See also, Broadband to the Heartland (01/2010)

Building Digitally Inclusive Communities: A Guide to the Proposed Framework –  This report published by the Institute of Museum and Library Services, the Technology & Social Change Group at the University of Washington and the International City/County Management Association (ICMA), offers a definition of digital inclusion and why it matters.  Use the principles of digital inclusion to form your arguments for advocating for your community’s broadband access needs.

Maximize the Potential of Your Public Library, ICMA Public Library Innovations – “Learn how public libraries can help local governments tackle critical community priorities…”  This report includes case studies and provides insights about library – local government partnerships.

Partners for the Future: Public Libraries and Local Governments Creating Sustainable Communities, Urban Libraries Council – Public libraries are and should be partners for sustainability and the local anchor for economic, environmental and equitable development of their communities, including public access to computers and broadband Internet for job seeking and more.  Get some ideas for partnerships and more here.

Public Library Funding & Technology Access Study 2010-2011 – Study findings provide an annual “state of the library” report on library technology resources.  View the State Summaries to see how your library technology and Internet access match up with other Kansas (see page 18) libraries and libraries across the nation.

E-Rate and Universal Service Fund Issues and Information:

Ex Parte Comments by the Bill & Melinda Gates Foundation to the FCC regarding the Connect America Fund. The Foundation’s filing presents two recommendations for modernizing the Universal Service Fund, including a proposal for a specific funds for Fiber Lateral Builds for schools and libraries.

New Documents:

ALA Supports FCC Proposal to Fund Digital Literacy Training Through Public Libraries
ALA has issued a response to the Federal Communications Commission supporting its proposal to advance broadband adoption by low-income people through digital literacy training in our nation’s public libraries and schools.
